Xihou Village in Qilihe Town is located 3.5 kilometers north of the town government, with a length of 1.2 kilometers from north to south and 2.5 kilometers from east to west. The total area of the area is 4.5 square kilometers, with a total arable land area of 4200 acres and 400 acres of wasteland and forest land. The village has two natural villages and six village groups, with a total of 384 households, 1310 villagers, and 65 registered poverty-stricken households with 112 people. Among them, there are 51 general poverty-stricken households, 30 low-income households with 52 people, and 9 low-income households with 9 people, 67 people in 49 households were impoverished due to illness, and 15 people in 8 households were impoverished due to disability. Lack of labor leads to poverty in 2 households and 4 people, while lack of funds leads to poverty in 6 households and 26 people.

At present, the entire village has completed the transfer of 3606 acres of land and planted 20 varieties of traditional Chinese medicine. Liaoning Fangzheng Agricultural Science and Technology Development Co., Ltd. is committed to creating a demonstration area for authentic traditional Chinese medicine cultivation in Liaoning, assisting the industrial poverty alleviation of Xihou Village, revitalizing the rural economy, and vigorously promoting the transformation of the agricultural industry of "one village, one product". The base has now become a major planting and breeding base for Weilingxian in China. It is also a large modern traditional Chinese medicine planting base in the western Liaoning region.

Liaoning Fangzheng Agricultural Technology Development Co., Ltd. can help poverty-stricken households lift themselves out of poverty through three aspects: firstly, land transfer income, with an average per capita land transfer of 2.5 acres at a price of 500 yuan/mu per year, increasing income by 1250 yuan; secondly, working to increase income. 20 impoverished households with labor capabilities work in traditional Chinese medicine bases, while the rest of the impoverished households with labor capabilities work outdoors. Working in a traditional Chinese medicine base earns 100 yuan per day and 12000 yuan per four months.
