Implementation of the Task Division Plan of the State Forestry and grassland Bureau on promoting the High quality Development of Forest and Grass Industry
In order to implement the "guidance of the State Forestry and grassland Bureau on promoting the High quality Development of Forest and Grass Industry" (Lin Zaifa (2019) No. 14), according to the responsibilities of each unit, the following division of tasks is put forward.
I. enhancing the supply capacity of Wood
Sustainable management and directional intensive cultivation should be emphasized, and the cultivation of artificial timber forest should be strengthened. Taking the national reserve forest as the key point, we should speed up the cultivation of timber forests of large diameter and precious tree species. We will promote the cultivation of middle and young timber forests and the transformation of low-quality and low-efficiency forests. We will support key forestry leading enterprises or other social investors with management ability to participate in the construction of raw material forest bases. Strengthen the cultivation of bamboo and rattan resources, develop high-quality and high-yield bamboo and rattan raw material base, and increase the supply of wood. II. Promoting the quality and efficiency of Economic Forest and Flower Industry
Adhere to appropriate scale, highlight quality, pay attention to characteristics,To build economic forest and flower bases such as woody oil, characteristic fruit, woody grain, woody seasoning, woody feed, forest medicinal materials, etc.,Create a number of demonstration bases to cultivate characteristic advantage industrial clusters. Strengthen the breeding and popularization of fine varieties, improve the standard system, carry out standardized production, adjust the structure of varieties, and cultivate leading products. Develop intensive processing, do a good job in the connection between production and marketing, and enhance the ability to drive.(the Department of Ecology, the Department of Seedling and Seedling of Forest Farm, the Department of Development and Reform, the Land conversion Office, the Academy of Forestry Sciences, the Federation of the Middle Class and the Flower Association are responsible for their respective duties.)
III. Consolidating and upgrading the Development level of economy and Industry under Forest
We will improve economic planning and distribution under forests and policies for the protection and utilization of resources. We will support small farmers and large-scale operators to develop the economy under the forest. Improve the ability of economic quality management and brand building under the forest, improve the technical and product standards, issue technical regulations such as the cultivation of medicinal plants under the forest, and standardize the economic development under the forest. Cultivate a number of moderate scale, distinctive characteristics, remarkable benefits, environmentally friendly, strong driving force under the forest economic demonstration base. IV. Standardized and orderly Development of Special Culture
Give full play to the advantages of forest ecological environment and species resources, take non-key protection of animals as the main direction, cultivate a number of special breeding bases and large farmers, enhance breeding capacity, expand population size, and increase market supply. Social capital is encouraged to participate in provenance breeding, reproduction and large-scale breeding, and to develop wildlife domestication and ornamental and fur meat and egg medicine processing. We will improve the system for the breeding and utilization of wild animals, strengthen industry management and services, and promote the orderly and coordinated development of protection, breeding and utilization. V. promoting the upgrading of the product processing industry
Optimize the raw material base and the layout of forest and grass product processing industry, and promote the connection between upstream and downstream. We will support farmers and farmers' cooperatives in improving the storage, preservation, drying, classification and packaging of forest and grass products, and raising the level of initial processing. We will strengthen the integrated application of biological, engineering, environmental protection and information technologies, strengthen energy conservation, environmental protection and clean production, and promote networked, intelligent and refined processing.Support the research and development of nutritional functional components extraction technology, cultivate and develop forest food. Develop forestry biomass energy, biomass materials and biomass products, and tap the potential of forest industry. Encourage leading enterprises to take the lead in the establishment of planting and breeding plus service in one, the combination of production, learning, research and use of all kinds of forest and grass industry alliance.(the Department of Ecology, the grassland Department, the Development and Reform Department, the Science and Technology Department, the Information Office, the China Federation of Industry and the Forestry Industry Association are responsible for their respective duties.)
VI. Vigorously developing Forest Ecotourism
To formulate a policy mechanism for the benign interaction between forest ecotourism and the protection of natural resources. We will promote standardization and establish a unified mechanism for information statistics and dissemination. Actively cultivate new products of forest ecotourism new business type. Carry out service quality rating. We will strengthen the construction of pilot demonstration bases and build a national forest trail, a special forest ecotourism route, and a brand of new forest ecotourism destinations. Strengthen the publicity and promotion of forest ecotourism. We will guide all localities to carry out the construction of forest towns, forest families and forest villages around forest ecotourism. (led by the seed and Seedling Division of the Forest Farm, with the cooperation of the Department of Resources, the Secretary for Science and Technology and the Planning Institute)
VII. Actively developing forest health and conservation
To formulate and implement plans for the development of forest health and conservation industries, to meet the needs of multi-level markets, and to make scientific use of forest ecological environment, landscape resources, food and medicinal materials and cultural resources, Vigorously set up health care, rehabilitation recuperation, health care and other forest health services. Construction of forest baths, forest oxygen bars, forest rehabilitation centers, forest recuperation venues, health paths, guidance systems and other service facilities. We will strengthen the cultivation of forest medicinal materials and the research and development of health and convalescent functions of forest food and medicinal materials. We will promote the implementation of quality evaluation standards for forest health and maintenance bases and establish a national forest health and maintenance base. VIII. Cultivating and strengthening the Grass Industry
We will continue to implement the project of returning grazing to grassland, start the project of ecological restoration of grasslands, and protect natural grassland resources. We should increase the investment of artificial recommendation, expand the scale of grassland improvement and construction, and improve the supply capacity of grassland forage grass. The project of improved varieties of grass industry should be started, the construction of breeding system of fine grass species should be strengthened, and the centralized production area of grass varieties should be formed step by step. We will increase investment in forage farming and introduce incentive policies for the development of grass product processing industry. Attach importance to the development of lawn industry and improve the application level of lawn. We will actively develop grassland tourism, carry out promotion activities of fine grassland products in the United States, and create fine routes for grassland tourism. Ⅸ. Strengthening the main body of Operation
We will speed up the construction of a new forestry management system, focusing on major forestry professionals, family forest farms, farmers' specialized cooperatives, leading enterprises and specialized service organizations. We will cultivate and strengthen leading forestry enterprises, promote the establishment of a national alliance of key forestry leading enterprises, speed up the construction of industrial parks, and promote the development of industrial clusters. Guide the development of forest and grass products production and processing enterprises as the leader, professional cooperative organizations as the link, forest farmers and recommended farmers as the basis“Enterprises + cooperative organizations + farmers”The forest and grass industry management model, to create a modern forest and grass industry production and management main body. We will actively create a healthy growth environment for entrepreneurs in the forest and grass industry. (led by the Development and Reform Department, with the cooperation of the grassland Department, the Federation of Middle Industries and the Forestry Industry Association)
Ⅹ. Perfecting the input Mechanism
We will promote the innovation of forest and grass property rights and management systems. We will implement the Action Plan for establishing a Market-oriented and Diversified compensation Mechanism for Ecological Protection, and innovate the market-oriented compensation mechanism for the ecological benefits of forests and grasslands.Optimize the input mechanism of forestry loan discount and science and technology extension projects, focusing on supporting precious tree species, woody oil crops, woody feed, cultivation of special economic tree species, high-quality seedlings,Forest (grassland) ecotourism, forest health and other fields. The use of government and social capital cooperation (PPP) and other models to guide social capital into the forest and grass industry. We will implement the land use policy established by the state and encourage all kinds of operators to invest in the infrastructure and service facilities of the forest and grass industry.(the Division of Resources, the grassland Division, the Development and Reform Division, the Department of Planning and Finance, the Division of Science and Technology and the Fund terminus are responsible for their respective responsibilities)
XI. Expanding Financial Services
We will actively strive to expand the scale of forest rights mortgage loans, strive for financial institutions to develop forestry full-cycle credit products, promote forest rights mortgage loans, and promote forest and grass industry management income rights pledge loans and ecological compensation income rights pledge loans. We will actively coordinate financial institutions to broaden the financial products that support the forestry industry, encourage all localities to establish a guarantee service system for the collection and storage of forest rights, and support the main bodies of large-scale forestry operations to set up (lead) institutions for the collection and storage of forest rights. It is supported to use the mortgage and discount of its own forest rights as the guarantee fund. Financial institutions are encouraged to carry out mortgage and pledge financing for forest products. We will strive for insurance institutions to expand their insurance coverage. We will improve the evaluation system and standards for forest and grass resources assets. XII. Strengthening Market Construction
Promotion“Internet+”Model, the construction of forest and grass products e-commerce system, build e-commerce platform, strengthen the application of big data, and promote the integration of online and offline development. We will vigorously promote order production and encourage leading enterprises to establish long-term and stable purchasing and marketing relations with farmers and professional cooperative organizations. We will actively promote wood and bamboo structural buildings and green building materials to serve the needs of a new type of urbanization. We will thoroughly implement the project for the construction of forest ecological marking products, and improve the unified and standardized product standards, identification and marking system. We will strengthen the building of regional brands with regional characteristics, regional public brands, domestic well-known brands and international fine brands. We will strengthen the management of corporate social responsibility and improve the evaluation system and naming system. We will implement the market-oriented construction project of forest and grass carbon sequestration, improve the measurement and monitoring system of carbon sequestration, and speed up the development of carbon sequestration trading. ⅩⅢ. Strengthening the support of science and technology
We will strengthen the research on key technologies such as timber forests, economic forests, undergrowth economies, bamboo and vines, flowers, special breeding, and improved forage varieties, and popularize advanced and applicable technologies. Integration and innovation of efficient utilization technology of wood non-wood resources and efficient utilization of grassland resources. We will promote the basic coverage of forest networks and information infrastructure and accelerate the development of intelligent forestry. We will promote the construction of state-level advanced equipment production bases for the forestry and grass industry, and enhance the R & D and manufacturing capabilities of advanced equipment. We will carry out scientific and technological entrepreneurship actions by special commissioners of forestry and grassland science and technology, and encourage enterprises to cooperate with scientific research institutes to train scientific and technological leaders, young scientific and technological personnel, and high-level innovation teams. XIV. Deepening“reforms to streamline administration, delegate powers, and improve regulation and services”Reform
We will streamline and optimize the items of administrative license for the forest and grass industry and improve the efficiency of administrative examination and approval. We will promote the full coverage of random spot checks on administrative licenses and strengthen supervision after the incident. We will deepen the reform of examination and approval for forest cutting, gradually determine cutting quotas according to forest management plans, and improve forest cutting management services. Construction of forestry basic database, resource supervision system, forest right management system and forest comprehensive public service platform. Strengthening the Public Service function of Township Forestry work Station and carrying out it in an all-round way“One-stop, whole-process agency”Service. Give full play to the role of industry organizations in promoting the development of forest and grass industry. XV. Maintaining quality and safety
We will improve the standard system and quality management system for forest and grass products, and improve the quality evaluation system and traceability system for forest and grass products. We will speed up standardized production and vigorously promote the identification management and bar code system of the place of origin. Cultivate and create a number of forest and grass products to improve the quality of demonstration areas. Establish the forest and grass industry market access catalogue, market negative list and credit incentive and restraint mechanism. We will establish a sampling inspection mechanism for the quality and safety of major forest and grass products, issue test results in a timely manner, and guide enterprises to implement their responsibilities for product quality and production safety. XVI. Expanding international cooperation
Implement the strategy of bringing in and going out of forest and grass products. Enterprises are encouraged and guided to establish overseas forest resources cultivation bases and forestry investment cooperation and demonstration parks. We will deepen international cooperation on superior production capacity such as wood processing and forestry machinery manufacturing, and promote the export of services and technologies such as forestry investigation and planning, survey and design, and so on. Relying on domestic ports, the establishment of imported wood reserves processing trading base. We will improve the coordination mechanism for dealing with forestry trade frictions and early warning for overseas investment.
