Speeding up the construction of genuine medicinal material base is of great significance to promote the development of characteristic agriculture and the continuous increase of farmers' income, speed up the development of modern traditional Chinese medicine industry and realize the revitalization of rural areas. 

The CPC Central Committee and the State Council attach great importance to the development of traditional Chinese medicine and clearly propose to promote the standardized cultivation of traditional Chinese medicine and improve the development level of traditional Chinese medicine industry in an all-round way. I. importance and urgency. 

Genuine medicinal materials are selected by long-term clinical application of traditional Chinese medicine, produced in a specific region, compared with the same Chinese medicinal materials produced in other areas, the quality and curative effect is better, and the quality is stable, and has a higher popularity. In history, most of the authentic medicinal materials come from wild resources, the regional characteristics are obvious, and the quantity is limited. In modern times, especially since the reform and opening up, with the progress of technology and the increase of drug use, the pace of artificially cultivated medicinal materials gradually replacing wild medicinal materials has been accelerated, and the development of genuine medicinal materials has been accelerated. At present, there are more than 600 kinds of commonly used Chinese medicinal materials in China, of which more than 300 have been artificially planted and raised, with a planting area of more than 33 million mu. Initially formed four Huai medicine, Zhejiang eight flavor, Sichuan medicine, customs medicine, Qin medicine and other products of good quality, high reputation of genuine medicinal material production areas, genuine medicinal material cultivation has become an important source of characteristic industry and farmers' income in remote mountainous areas. China has become the largest production country of traditional Chinese medicine with the largest scale, the largest variety and the most complete production system in the world. 

Genuine medicinal materials come from specific producing areas, have unique efficacy, and need to be produced in a specific region in order to ensure their excellent quality. Over the years, resources have been overexploited and some wild medicinal resources are on the verge of depletion. At the same time, the planting in the suitable producing area is not standardized, and the planting in the unsuitable area is expanded blindly, resulting in the decline of efficacy and the loss of authenticity. Genuine medicinal materials are the cornerstone of the development of traditional Chinese medicine. We should strengthen the protection and production management of genuine medicinal materials resources, plan and guide the construction of authentic medicinal materials production bases, promote standardization and standardized production, and steadily improve the quality of traditional Chinese medicine. It is of great significance for the implementation of healthy China strategy and rural revitalization strategy. 

(1) the development of genuine medicinal materials is an urgent need to improve the health level of the people. The 19th CPC National Congress put forward the strategy of implementing a healthy China in an all-round way. Speed up the development of genuine medicinal materials, increase the supply of high-quality medicinal materials, promote the development of traditional Chinese medicine industry, and better meet the needs of the people for a healthy life. 

(2) the development of genuine medicinal materials is an urgent need to promote resource protection and environmental friendliness. Genuine medicinal materials are unique resources and characteristic industries. In recent years, some places excessive excavation of wild high-quality medicinal materials, resulting in a sharp decline in the reserves of wild resources, Cordyceps sinensis, Fritillaria, Rhodiola and other wild medicinal materials resources are on the verge of depletion, it is urgent to strengthen the protection of medicinal materials resources. At the same time, licorice, ephedra and other ecotypic medicinal materials are dug up and overpicked, resulting in serious damage to grassland and other vegetation ecology. Speeding up the development of authentic medicinal materials, protecting the resources of endangered medicinal materials, promoting the domestication of wild varieties, popularizing the cultivation technology and bionic cultivation of medicinal materials are conducive to enhancing the supply capacity of genuine medicinal materials, protecting the ecological environment and realizing sustainable development. 

(3) the development of genuine medicinal materials is an urgent need to help farmers increase their income and get rid of poverty. To build a well-off society in an all-round way, time is urgent and the task is arduous. The difficulty lies in the rural areas, with emphasis on the border and poor areas for young and old. The production of genuine medicinal materials is mostly distributed in poor mountain areas, which is the local characteristic industry and the leading industry for increasing farmers' income, which is very important to promote poverty alleviation. Speeding up the development of genuine medicinal materials, promoting large-scale, standardized and intensive planting, improving quality and efficiency, and increasing farmers' income are important measures to ensure that they can enter a well-off society at the same time in 2020. 

(4) the development of genuine medicinal materials is an urgent need to carry forward Chinese traditional culture. At present, with the deepening of China's reform and opening up, the "Belt and Road Initiative" initiative has been accelerated, deeply integrated with the world, told a good Chinese story, and carried forward Chinese culture in order to enable the world to better understand China. As the representative of the excellent traditional culture of the Chinese nation, traditional Chinese medicine culture has spread to more than 180 countries and regions in the world, and 10 overseas centers of traditional Chinese medicine have been built. Traditional Chinese medicine has been widely recognized and applied in the world. Authentic medicinal materials carry the quintessence of traditional Chinese medicine culture, speed up the development of genuine medicinal materials, help to carry forward the traditional Chinese medicine culture, promote the exchange of traditional Chinese medicine with the outside world, and set up a platform for communication with the world. It is helpful to improve the soft power of Chinese culture and enhance the influence of Chinese culture.

II. General requirements. 

(I) General thinking. 

Conscientiously implement the spirit of the 19th CPC National Congress and Xi Jinping's thought of socialism with Chinese characteristics in the new era, and firmly establish a new concept of development in accordance with the overall layout of the "five in one" and the "four comprehensive" strategic arrangements. Centering on the main line of supply-side structural reform in agriculture, we should give priority to quality, pay attention to quality, ensure safety, focus on the integration of traditional Chinese medicine and modern agriculture, and aim to enhance the supply capacity of genuine medicinal materials and the growth of farmers' income. Give full play to the advantages of resources, optimize the regional layout, innovate the service mechanism, and promote standardization, base construction, scientific and technological innovation, and industrial integration. To build a number of authentic medicinal materials production bases with standard facilities, standardized management, and distinctive characteristics, cultivate a number of innovative and large-scale traditional Chinese medicine enterprise groups, and create a number of reputable and influential well-known brands of traditional Chinese medicine. According to the regional characteristics of climate resources and site conditions, we should determine the varieties and producing areas, build the production base of genuine medicinal materials, and give full play to the quality characteristics of genuine medicinal materials. We will standardize the management of genuine medicinal materials production bases, promote the management system of genuine medicinal materials varieties, the use of input products, and sales accounts, and speed up the formation of a production pattern of genuine medicinal materials with reasonable layout, distinctive characteristics, and strong supply.

Grasp the relationship between inheritance and innovation, adhere to the clinical thinking of traditional Chinese medicine, and promote the development of the theory and practice of traditional Chinese medicine. Strengthen the basic research of Chinese medicinal materials, apply modern breeding techniques such as genomics and molecular biology, speed up the innovation of genuine medicinal materials breeding, and cultivate a number of genuine medicinal materials varieties with strong stress resistance, good quality and stable quality. We will promote the establishment of market pricing standards that reflect quality first and benefit first, and form new characteristics and new advantages in innovation.

(III) Development objectives. 

By 2020, we will establish a standardized production system of authentic medicinal materials, basically establish a system for the protection and monitoring of genuine medicinal materials resources, and speed up the construction of production bases covering key producing areas of genuine medicinal materials. 

By 2025, we will improve the protection and monitoring system of genuine medicinal materials resources, build a sound system for the production and circulation of genuine medicinal materials, build a standardized production base covering the main varieties of genuine medicinal materials, and strengthen the quality management of genuine medicinal materials in an all-round way. The coverage rate of improved varieties reached more than 50%, and the green prevention and control achieved full coverage. 

III. Key tasks

(1) to upgrade the scientific and technological level of the production of genuine medicinal materials. Strengthen basic research. We will carry out in-depth basic research on the protection of wild resources of genuine medicinal materials, breeding of superior varieties, ecological cultivation, and so on, so as to ensure the sustainable utilization of wild resources and the high-quality production of medicinal materials. Promote breeding innovation. We will protect and make use of the germplasm resources of genuine medicinal materials, organize scientific research units and enterprises to jointly solve key problems, promote the purification and rejuvenation of characteristic varieties, and speed up the breeding of a number of new varieties with strong authentic, obvious efficacy and stable quality. We will speed up the construction of a batch of seed and seedling breeding bases for genuine medicinal materials with high standards, large scale and high quality, so as to improve the ability of genuine medicinal materials to supply seeds and seedlings. Strengthen the quality supervision of seeds (seedlings), implement the newly revised seed Law, speed up the formulation of the measures for the Administration of Seeds (seedlings) of traditional Chinese Medicinal Materials, include the varieties of traditional Chinese Medicinal Materials in the Protection list of New varieties of Agricultural plants, and implement the Variety Registration system. We will strengthen the protection and supervision of varieties. Promote integrated innovation. Promote the integration of agricultural machinery and agronomy, integrated assembly suitable for different regions, different varieties of authentic medicinal materials green high-quality and efficient technical model, speed up the promotion and application, demonstration to promote a larger range of cost-saving and quality efficiency. 

Column 1 Construction of seed and Seedling breeding system of genuine Medicinal Materials. 

1. Conservation of endangered and scarce medicinal materials. We should build an endangered and scarce local medicinal material production base, carry out the protection and cultivation of wild resources, and strengthen the research on wild breeding and artificial cultivation and domestication. 

2. Breeding of genuine medicinal materials and improved varieties. Sub-varieties, sub-regional integrated seed and seedling breeding technical specifications, carry out the purification and rejuvenation of genuine medicinal materials, expand breeding and demonstration, and enhance the supply capacity of excellent seeds (seedlings). 

3. Innovation of genuine varieties of medicinal materials. We will step up joint efforts in scientific research, speed up the application of modern biotechnology in the field of traditional Chinese medicine breeding, and select a number of new varieties with strong authentic, obvious efficacy and stable quality.

According to the quality requirements of traditional Chinese medicine clinical and traditional Chinese medicine enterprises, we should organize experts to study and formulate the technical standards for the planting of traditional Chinese medicine. 

1. Ecological planting technology. 1. Standard system of genuine medicinal materials. We will formulate quality standards for genuine medicinal materials, seeds, seedlings, and other products, and improve the technical system of genuine medicinal materials, such as field management, use of inputs, scientific harvesting, processing of producing areas, packaging and storage, and so on. 

2. Quality control system of genuine medicinal materials. Around the construction of genuine medicinal material production base, improve the testing institutions of traditional Chinese medicine, improve the testing ability, improve the testing system, increase the intensity of sampling testing, and encourage third-party testing institutions to participate in the quality testing of genuine medicinal materials. 

3. Traceability system of genuine medicinal materials. We should construct the whole process quality management system of genuine medicinal materials, perfect the system of input product management, file record, product inspection, qualification certificate and so on, realize the whole process traceability, and ensure the quality and safety of products. 

IV. Construction layout.

Taking into account such factors as resource endowment, ecological conditions and industrial basis, and according to the results of the third and fourth national census of traditional Chinese medicine resources, The key counties (cities and districts) for the production of genuine medicinal materials shall be determined (the specific list shall be issued in batches according to the catalogue of genuine medicinal materials to be issued). Determine the producing area. The areas where the key counties are relatively concentrated shall be designated as the key producing areas of genuine medicinal materials. According to the train of thought of adjusting measures to local conditions, classified guidance and highlighting the key points, the national authentic medicinal material base is divided into 7 regions. 

-Northeast China's native medicinal materials producing areas. 

1. Regional characteristics. Most of the region is temperate, cold temperate monsoon climate, is the main producing areas. Including northeastern Inner Mongolia, Liaoning, Jilin and Heilongjiang provinces (regions), traditional Chinese medicine planting area accounts for about 5% of the country. 

2. The main varieties. The dominant varieties of medicinal materials in this region are ginseng, velvet antler, north five flavor, Guan Phellodendron, Liao Xixin, Guan Gentian, Liao ligusticum, red peony, Guan Fangfeng and so on. 

3. Main attack direction. High-quality forest ginseng planting, garden ginseng continuous cropping obstacle management, sika deer, red deer artificial breeding, red peony, Fangfeng imitation wild planting and so on. 

4. Construction objectives. By 2025, more than 1.4 million mu of genuine medicinal materials will be built. 

-authentic medicinal materials producing areas in North China. 

1. Regional characteristics. Most of the region is a subtropical monsoon climate, is the main producing area of northern medicine. The dominant medicinal materials in this region are Fritillaria thunbergii, warm Yujin, Radix Paeoniae Alba, Angelica dahurica, Zhejiang Atractylodes macrocephala, Hangzhou Ophiopogon, Taiwu Medicine, Xuan papaya, Peony, Fructus Aurantii, Fructus Gardeniae, Elsholtzia splendens, Atractylodes macrocephala, Sue Euryale, alisma, Jianlian seed, Honeysuckle, Cornus officinalis, Poria, Ganoderma lucidum, Dendrobium candidum, chrysanthemum, Qianhu, papaya, trichosanthin, mint, Yuanhu, Radix scrophulariae, plantain seed, salvia miltiorrhiza, lily, green skin, raspberry, Trichosanthes, etc.

The main dominant medicinal varieties in this region are Huai yam, Rehmannia glutinosa, Achyranthes bidentata, chrysanthemum, honeysuckle, Bauhinia mandshurica, Agkistrodon acutus, Cornus officinalis, Poria, Gastrodia elata, Nanyang Ai, trichosanthin, Hunan lotus seed, yellow essence, Fructus Aurantii, lily, Polyporus umbellata, Live alone, green skin, wood incense, etc. 

3. Main attack direction. We will carry out purification and rejuvenation of Chinese yam, Rehmannia glutinosa, Achyranthes bidentata and chrysanthemum, control continuous cropping obstacles, vigorously develop ecological planting of Pinellia ternata and Agkistrodon acutus, and enhance the harvesting and processing technology of Huai yam. 

4. Construction objectives. By 2025, more than 4.3 million mu of genuine medicinal materials will be built. 

-genuine medicinal materials producing areas in South China. 

1. Regional characteristics. This area is a tropical and subtropical monsoon climate, high temperature and humidity, is the main producing area of southern medicine. Including Guangdong, Guangxi, Hainan and other provinces (regions), the acreage of traditional Chinese medicine accounts for about 6% of the country. 

2. The main varieties. The dominant varieties of genuine medicinal materials in the region are Yangchun sand, Xinhui skin, tangerine red, Gaoliang ginger, bergamot, halbera, patchouli, Guang Qian grass, Siraitia grosvenorii, Guang Yu Jin, cinnamon, Polygonum multiflorum, Yizhiren and so on. 

3. Main attack direction. Resume Yangchun sand production, improve the technical level of Polygonum multiflorum, Morinda officinalis, bergamot production and so on. 

4. Construction objectives. By 2025, more than 1.6 million mu of genuine medicinal materials will be built.

The dominant varieties of medicinal materials in this region are Ligusticum chuanxiong, Dipsacus chuanxuan, Achyranthes bidentata, Coptis chinensis, Phellodendron officinalis, Magnolia officinalis, Sichuan pepper, Chuanwu, neem seed, Chuanmuxiang, Panax notoginseng, Gastrodia elata, Dianhuangjing, Dian Zhonglou, Chuandang, Chuantanpi, Poria, Dendrobium candidum, Salvia miltiorrhiza, Radix Paeoniae Alba, Sichuan turmeric, Sichuan Angelica dahurica, Sichuan Ophiopogon, Sichuan trifoliate shell, Sichuan Eucommia ulmoides, dried ginger, rhubarb, Angelica sinensis, bergamot, single living, green skin, turmeric, gentian, cloud wood incense, Artemisia annua, etc.

1. Regional characteristics. Most of the region belongs to temperate monsoon climate, relatively arid, is the main producing area of Qin medicine, Tibetan medicine and Uighur medicine. Including western Inner Mongolia, Tibet, Shaanxi, Gansu, Qinghai, Ningxia, Xinjiang and other provinces (regions), the planting area of traditional Chinese medicine accounts for about 30% of the whole country. 

2. The main varieties. The dominant varieties of medicinal materials in this region are Angelica sinensis, rhubarb, Codonopsis pilosula, Chinese wolfberry, silver Bupleurum, Gentiana macrophylla, Rhodiola, Coptis chinensis, safflower, Notopterygium, Cornus officinalis, Polyporus umbellata, sole life, green skin, purple grass, winter flower, licorice, astragalus, Cistanche deserticola, Suoyang, etc. 

3. Main attack direction. We will improve the quality of Angelica sinensis, Lycium barbarum, Codonopsis pilosula and safflower, develop the production of rhubarb and Rhodiola at high altitude, popularize the high-quality cultivation techniques of Gentiana macrophylla and Coptis chinensis, vigorously develop the artificial planting of Notopterygium, and improve the processing and storage technology of Codonopsis pilosula. 

4. Construction objectives. By 2025, more than 8 million mu of genuine medicinal materials will be built. 

V. financing and construction progress. 

(1) financing. We will establish a mechanism for the input and construction of the central, local and social sectors. The agricultural and rural departments at all levels should make full use of the existing state investment channels and various financial support policies, strive to broaden the sources of investment, attract financial, social and other capital to participate in construction, and provide a basic guarantee for the implementation of the plan. The central government focuses on supporting the collection and protection of germplasm resources, information monitoring system, quality inspection system, traceability system and so on. We will strengthen support for standardized bases and give priority to supporting traditional Chinese medicine enterprises to build their own bases, professional cooperatives for the cultivation of Chinese medicinal materials, or genuine medicinal materials production bases with stable markets, such as joint construction bases with local governments.

From 2018 to 2025, more than 3 million mu of genuine medicinal materials production base was built in the whole country every year.
